Attorney identifies man fatally shot in alleged road rage shooting on Blue Ridge Parkway

ROANOKE, Va. (WSET) -- An attorney representing the family of a man fatally shot on the Blue Ridge Parkway Tuesday has identified the victim as a 20-year-old father of two.

Hector Emanuel Escoto Munguia, of Roanoke, was shot around 10:30 a.m. in a possible road rage incidentnear mile marker 116 at Explore Park.

The man accused of shootingMunguia isKeith Sidwell, 56, a former Roanoke Police officer and Police Chief of the Henderson Police Department in North Carolina.

Officials say Sidwell called police to report the shooting right after it happened.

He was arrested, but no charges have been listed.

The parkway is under the jurisdiction of the National Park Service, the agency leading the investigation, and the FBI is also investigating, with the Roanoke County Police Department assisting.

"His family is devastated by his passing," Roanoke attorney Robert Dean said in a statement Friday evening about Munguia. "They remember Hector as a kind, gracious, and loving father, who moved to the United States as a child."

Munguia leaves behind two infant children.

Dean said in a statement that "the family prays for justice in his case."
